The petitioner/claimant, Thomas L. Orange, brought this action under the Longshoremen’s and Harbor Workers’ Compensation Act, 33 U.S.C. § 921(c) (1978), for review of a decision by the Benefits Review Board (Board), denying his claim for benefits under the Black Lung Benefits Act, 30 U.S.C. §§ 901-945 (1971 & Supp.1985). The Board affirmed the Administrative *725Law Judge’s (AU’s) decision that Orange was not entitled to benefits despite the finding that he was entitled to the interim presumption of disability under 20 C.F.R. § 727.203(a)(4).
