The action on which this appeal was based was brought by Joseph L. Lenert, a lieutenant on the Chicago Police Force, against the Chicago Superintendent of Police, the Chicago Police Board and its members, and the Chicago Civil Service Commission and its members, to challenge the legality of the efficiency rating system, which, in part, determined the plaintiff’s rank on the civil service list of men eligible for promotion to the rank of captain.
