I. INTRODUCTION
On February 27,1995, involuntary Chapter 7 petitions were filed against Orange County Sanitation, Inc. and Round Lake Sanitation Corp. (“Debtors”, or after consolidation, “Debtor”). On May 18, 1995, the eases were converted to Chapter 11 and on April 9,1996 the eases were converted back to Chapter 7. The two Chapter 7 cases were substantively consolidated on September 17, 1996.
