EAGLES, Chief Judge.

Appellants appeal from the Superior Court’s order reversing the Coastal Resources Commission’s, (hereinafter “CRC”), decision in an expedited hearing process. The CRC’s order denied appellee’s request for a variance. The Superior Court’s order found that based on the whole record, there was not substantial evidence to support the CRC’s conclusions of law. After careful review, we affirm the reversal. In its order, the Superior Court also granted the appellee a variance.
