MEMORANDUM

GESELL, District Judge.

This case requires the Court to determine whether tenants who have entered into an agreement with their landlord for a fixed rental charge and, under local laws, cannot be evicted for refusing to sign a written lease, lose those rights if the landlord’s property is transferred to the Secretary for Housing and Urban Development (HUD) under of regulations that HUD claims preempt local law.
