This appeal turns on the question of an organization’s standing to maintain a lawsuit. Friends of Tilden Park, Inc. (“Friends”) is a District of Columbia nonprofit corporation formed in May of 2000 for “educational, charitable and social” purposes, according to its articles of incorporation, “including the organization of people interested in the development and preservation of the North Cleveland Park neighborhood.” Notwithstanding this stated purpose, Friends is not a membership organization.
