Petitioners filed a petition pursuant to section 2—3—5 of the Illinois Municipal Code (Municipal Code) (65 ILCS 5/2—3—5 (West 1994)) in the circuit court of McHenry County seeking to incorporate certain territory as the Village of Greenwood.
