Per Curiam :
October 29, 1908, appellee filed in the city court of East St. Louis a petition for naturalization under section 4 of the Naturalization act of June 29, 1906. (34 Stat. Law, 596.) That section provides, among other things, that it shall be made to appear to the satisfaction of the court that the person desiring citizenship has resided in the United States at least five years preceding his application and one year in the State, “and that during that time he has behaved as a man of good moral character, attached to the principles of the constitution of the United States and well…
