Mr. Justice Maxey:

When this case was argued in this court, appellants stressed chiefly the proposition that the non-debt revenue bonds constituted a “debt” within the meaning of sections 8 and 10 of Article IX of the Pennsylvania Constitution and since the proposed debt (if such it is) would increase the township debt to an amount which made it necessary first to obtain the consent of the electors, the statute and ordinance creating the “debt” are unconstitutional.
