This post-award bid protest action comes before the court on the government’s motion for judgment upon the Administrative Record pursuant to Rule 52.1 of the Rules of the United States Court of Federal Claims (“RCFC”) and the plaintiffs motion for a temporary restraining order and a preliminary injunction.
