OPINION AND ORDER
FUSTE, District Judge.
This is a civil rights action brought under 42 U.S.C. sec. 1983, in which plaintiffs claim that defendants deprived them under color of state law of their rights under the first and fourteenth amendments to the United States Constitution. Plaintiff Dr. Aníbal Vázquez Carrión claims that he was dismissed from his position as Executive Director V, Department of Education, Commonwealth of Puerto Rico, where he served as director of the Evaluation Division, Planning and Educational Development, and was reinstated to a career position as General Supervisor,…
