This is an appeal and cross-appeal from a summary judgment in favor of the defense in a libel action. Appellant William Heuis*280ler sued appellees Phoenix Newspapers, Inc., and its publisher, Pat Murphy, based upon statements contained in two articles in the Arizona Republic. The articles reported that Heuisler, who was a candidate for appointment to a position in the administration of former Arizona governor Evan Mecham, had suffered two convictions by military court-martial and another for assaulting a Tucson police officer and had failed to report these…
