SRINIVASAN, Circuit Judge:

The United States Marshals Service contracts with private security companies for the provision of security officers in the federal courts. The Marshals Service requires officers to undergo annual medical examinations to assure their continued medical fitness for the position. A government physician reviews an officer’s annual examination to determine the officer’s medical status.
