Before us in our original jurisdiction are the preliminaiy objections of the Commonwealth of Pennsylvania, the Department of Revenue, the Department of Justice, and the Attorney General (collectively, Respondents) to the Petition for Review of Frederick Brown, F.C. Brown and Associates, Pennsylvania Independent Petroleum Producers, Pennsylvania Vocational *200Agriculture Teachers Association, and Planned Parenthood Pennsylvania Advocates (collectively, Petitioners).
