The plaintiffs filed petitions in the circuit court of Kane County for leave to file complaints in quo warranto against the defendants, civil service commissioners of the city of Aurora, requiring them to show by what authority they held their offices. The defendants answered by alleging that they were lawfully appointed by the city council pursuant to a 1919 amendment to section 18 of the Civil Service of Cities Act (Ill. Rev.
