In this action, plaintiff challenges a decision of the Secretary of the Department of Health, Education and Welfare (“Secretary” or “HEW”) that, for purposes of determining his eligibility for benefits under the federal Supplemental Security Income (“SSI”) program, plaintiff’s “resources” include amounts he has saved from prior state benefit payments.
