¶1 Robert Earle Johnson appeals the superior court’s dismissal of his Public Records Act (PRA) 1 action against the State of Washington Department of Corrections (DOC). He argues that the superior court erred in ruling that the PRA’s one-year statute of limitations, RCW 42.56-.550(6), barred his action because the DOC did not engage in either of the statute’s two triggering acts.
