There can be no doubt of the correctness of the master’s finding with regard to the work done by Cooper & Son prior to June 3, 1891. This work was done under a contract made May 23, 1890, between Cooper & Son and Chadick, who was at the time general manager of the Choctaw Coal and Bail-way Company, and who, by authority of the board of directors, had arranged, with the Judiciary Committees of Congress for the location of the United States court at South McAles-ter, upon condition -that the company would provide the officers of the court, free of all cost, with suitable quarters.
