INTRODUCTION
Currently pending before the Court is the pro se petition filed by Gino Rudolph Cobos (“Cobos” or “Petitioner”) pursuant to 28 U.S.C. § 2254 challenging a decision issued by the New York State Division of Parole (“the Parole Division”) denying him parole with regard to his 1979 conviction for murder (N.Y.
