On August 11, 1964, Kansas Color Press, Inc. (Employer), pursuant to the *500provisions of the National Labor Relations Act, as amended, (29 U.S.C.A. § 141 et seq.) filed a charge with the National Labor Relations Board (Board) alleging that Lawrence Typographical Union No. 570 (Union) had engaged in, and was engaging in, unfair labor practices within the meaning of § 8(b)(7)(B) of the Act (29 U.S.C.A. § 158(b)(7)(B)). The charge was referred to the Regional Director of the Seventeenth Region of the Board, Hugh E. Sperry (Petitioner).
