Memorandum: Respondent Gowanda Central School Non-Teaching Personnel Association (Association) sought arbitration of a dispute with petitioner Board of Education, Gowanda Central School District (Board of Education) concerning the discharge of a teacher’s aide for alleged misconduct. In its "Request for Arbitration Panel”, the Association set forth "discharge” as the issue for arbitration.
