— Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Ulster County) to review a determination of the State Commissioner of Social Services which denied petitioner’s application for medical assistance pursuant to title 11 of the Social Services Law. 11 Petitioner, a 63-year-old woman, applied for and was granted Medicaid benefits by the Ulster County Department of Social Services (department) effective October 1, 1982.
