This is an appeal from a judgment of the Court of Common Pleas of Franklin County sustaining the finding of the Superintendent of Insurance of Ohio, denying a rate increase for appellant’s direct pay subscribers applied for by Blue Cross of Northwest Ohio under the provisions of B. C. 1739.051, which provide that if any hospital service association desires to:

“(A) Enter into or amend any contractual relationship with any nonprofit hospital, skilled nursing facility, or a home health agency;
