In this case, we consider the effect of alleged deficiencies in an appeal to the circuit court from the decision of an administrative agency.

On March 5, 1998, the Virginia Retirement System (VRS) denied disability benefits to Linda K. Avery (Avery), an employee of the Prince William County School Board, in a final case decision.
