Plaintiffs, Kathleen Donovan, County Executive of Bergen County, and Edward Trawinski, County Administrator of Bergen County (collectively, “plaintiffs”), filed this action in lieu of prerogative writs against defendants, Bergen County Board of Chosen Freeholders (“Board”) and Board Chairman, John D.
