Is a voting registrant over 18, but under 21, entitled to vote in the Democratic primary in Nassau County this September 14,1971? The question is simple to state, but the answer is not.

Until Congress passed the Voting Rights Act Extension of 1970, there was no question whatsoever but that only people over *55121 could vote in New York elections, primaries or otherwise. (N. Y.
