HODGES, District Judge.
This is an action for declaratory and injunctive relief, pursuant to 42 U.S.C. § 1983 and 28 U.S.C. § 2201, brought by a church and residents of a homeless shelter at the church against' Collier County, Florida and the Sheriff of Collier County. The Defendants have charged the church-operated homeless shelter with violations of several county zoning regulations and have ordered the church to close the shelter.
