This matter involves review of the order entered by the State Civil Service Commission (Commission) dismissing Cephus Moore’s appeal of his non-selection for promotion to the civil service position of Human Resource Analyst 4 (General) with the Department of Corrections (Department) (hereafter HR Analyst 4).
