CARTER, Justice.

The Iowa Department of Education (the agency) appeals from an order in a chapter 17A judicial review proceeding overturning its denial of supplemental weighted enrollment for school aid funding to the Wells-burg-Steamboat Rock Community School District. At issue is the interpretation of Iowa Code section 442.39A (1991). After considering the arguments of the parties, we affirm the order of the district court.
