OPINION

BUTLER, Chief Judge.

This is a class action filed on April 4, 1968 by Negro parents and children of Johnston County seeking injunctive relief against alleged racially discriminatory practices by the defendants in the administration of the Johnston County Public Schools. The plaintiffs named as defendants the Johnston County Board of Education and, in addition, the North Carolina State Board of Education and Dr. Charles F.
