MEMORANDUM AND ORDER

WARREN, District Judge.

The plaintiffs commenced this action under 42 U.S.C. § 1983 for declaratory and injunctive relief alleging that certain provisions of the Wisconsin Campaign Financing Act (the “Act”) deprive them of rights of privacy of association and belief guaranteed by the First and Fourteenth Amendments to the Constitution of the United States. 1 Jurisdiction attaches under 28 U.S.C. § 1343(3) (1970).
