In this case the appellant, suing as a citizen of the Commonwealth of the Philippine Islands, sought a determination in equity by the District Court of the United States for the District of Columbia that the appellee does not possess the qualifications requisite to holding the office of Resident Commissioner of the Commonwealth to the United States; and the appellant sought an injunction restraining the appellee from exercising the. powers of the office mentioned.
