This Whistleblower Act case raises a familiar issue: whether a report of alleged violations of law is jurisdictionally insufficient if made to someone charged only with internal compliance. Tex. Gov’t Code § 554.001 et seq. A few months ago, in University of Texas Southwestern Medical Center v.
