MEMORANDUM OPINION AND ORDER
TSOUCALAS, Judge.
Plaintiff initiated this action to contest the seizure of its imported toiletry products bearing the English Leather trademark. Concurrent with filing the complaint, plaintiff moved for an order to show cause why a temporary restraining order and preliminary injunction should not issue prohibiting Customs from denying plaintiff’s merchandise entry into the country.
