HEADNOTES ARE NOT AN OFFICIAL PRODUCT OF THE COURT, THEREFORE THEY ARE NOT DISPLAYED.] This proceeding is nominally, and in form, to collect from the city of Troy a claim of twenty-four dollars, alleged to be due to the relators, but really to test the validity of the "act to establish the Rensselaer police district, and to provide for the government thereof" (ch. 638 of the Laws of 1873). As the public were largely interested in the speedy settlement of the question, and important interests would be likely to suffer and serious embarrassments…
