MEMORANDUM OPINION Plaintiffs, thirty hospitals1 (the “Hospitals”), bring this suit against Xavier Becerra in his official capacity as Secretary of Health and Human Services (“HHS”) to challenge the agency’s calculation of a reimbursement formula for certain hospitals serving a large proportion of low-income patients.
