DECISION AND ORDER

GRIESBACH, District Judge.

Bay Area Properties, a dealer in manufactured homes, brought suit against Dutch Housing, a home manufacturer, under Wisconsin’s Fair Dealership Law, Wis. Stat. § 135.01 et seq., (the “WFDL”). Bay Area alleges that Dutch illegally effected a “substantial change [in] the competitive circumstances” of their oral dealership agreement when Dutch failed to offer Bay Area an incentive program that it offered to other dealers.
