Steven Douglas Hill was convicted of capital murder and sentenced to death for the murder of police officer Robert Klein. After exhausting his state remedies, see Hill v. State, 292 Ark. 144, 728 S.W.2d 510, cert. denied, 484 U.S. 873, 108 S.Ct. 208, 98 L.Ed.2d 159 (1987); Hill v. State, 289 Ark. 387, 713 S.W.2d 233 (1986), cert. denied, 479 U.S. 1101, 107 S.Ct. 1331, 94 L.Ed.2d 182 (1987), Hill filed a petition for writ of habeas corpus and the District Court1 denied relief.
