This action arises out of a decision by the Board of Registrars of Voters of the City of Lawrence refusing to certify a petition to recall the Mayor, based on the Board’s finding after an evidentiary hearing, that the petition for recall contained an insufficient number of valid signatures. The proponents of the recall then brought this action alleging that the Board’s decision should be set aside as unsupported by any substantial evidence, as based on an error of law, or as arbitrary or capricious.
