This is an appeal from a dismissal of a complaint in the District Court for the District of Puerto Rico. Plaintiff-appellant Benjamin Quirindongo Pacheco sued defendant-appellees Jose Rolon .Morales, Victor L. Serrano and Mariano Reyes Mateo, all members of the Special Investigation Bureau of the Department of Justice of the Commonwealth of Puerto Rico under 42 U.S.C. § 1983 and local tort law.
