—Appeal from a decision of the Unemployment Insurance Appeal Board, filed July 31, 2002, which, inter alia, denied claimant’s application to reopen its prior decision ruling that claimant’s request for a hearing was untimely.

By initial determination dated August 12, 1998, claimant was notified that he was ineligible to receive unemployment insurance benefits because he was not totally unemployed and was charged a recoverable overpayment of $7,800.
