OPINION
THOMPSON, District Judge.
This longstanding and contentious litigation, filed almost 19 years ago, charging that the State of Alabama’s teacher certification test impermissibly discriminated against African-American persons seeking teacher certification, is before the court again, this time on a new and amended consent decree that the parties represent will finally bring this lawsuit to an end within ten to 15 years.
