SMITH, Judge.

Patrick John Walsh (Walsh) appeals from the order of the Court of Common Pleas of Venango County sustaining the reinstatement of two suspensions of Walsh’s operating privilege by the Commonwealth of Pennsylvania, Department of Transportation (DOT). The trial court’s order is reversed.

By official notice dated April 4, 1985, DOT notified Walsh that his operating privilege was suspended for a period of one year, effective May 9, 1985, pursuant to Section 1547 of the Vehicle Code, as amended, 75 Pa.C.S. § 1547, as a result of Walsh’s refusal to submit to a chemical blood alcohol…
