This suit constitutes one phase of a condemnation action in St. Louis County, instituted for the purpose of obtaining land for the “Inner Belt Expressway.” It was tried without a jury. Suit was begun in 1964, order of condemnation made, commissioners appointed, report filed, and a part of the Expressway has been built. We are concerned here only with the interests of William Eldon Ball and his wife, Inga Jean Ball, and of the City of St. Louis, in a part of the west one-half (50 feet) of the abandoned right-of-way of the Chicago, Rock Island & Pacific…
