The city of Denver was organized and existing under and by virtue of a special charter long before and at the time of the adoption of our state constitution. The constitution did not abrogate such charters, nor does it exempt them from legislative amendments. Constitution, art. 14, sec. 14: also, art. 15, sec. 2; Brown v.
