The plaintiff school committee is appealing from a judgment of the Superior Court confirming an arbitration award ordering the committee to recall the grievant teacher, Jean MacKay, to serve as school adjustment counselor and to pay her damages equal to the pay and associated benefits of that job for the academic year 1981-1982. Because G. L. c. 71, § 38 (1984 ed.), 1 provides school committees with exclusive authority to determine the qualifications of teachers, the committee argues that the arbitrator exceeded his powers in ordering MacKay’s recall as school adjustment counselor.
