This opinion addresses a proposed global settlement of the claims asserted in this matter, as well as the claims presented in two related cases in California. These claims arise from the defendants’ alleged fraud and other illegal conduct *504related to the sale of certain long-term care and home health care insurance policies since 1989 and subsequent premium increases on those policies.
