Plaintiff Nikki Goluba filed a motion for civil contempt sanctions against the School District of Ripon and Roland Alger, principal of Ripon High School, for violations of a permanent injunction issued pursuant to a consent agreement between the parties. Go-luba contended that the defendants had breached the agreement, which prevented the defendants from intentionally permitting or allowing prayers during graduation ceremonies at Ripon High School, when graduating students initiated a prayer shortly before the start of the 1993 ceremony.
