I. BACKGROUND
On March 30, 2000, plaintiff Oneida Indian Nation of New York (“Nation”) filed the complaint in this action asserting the illegality of a foreclosure action (No. 98-999) brought by defendant Madison County (“County”) in New York State Supreme Court, Madison County, on December 1, 1999.
