CROCKETT, Justice.
The Salt Lake City Suburban Sanitary District was created on September 9, 1946, by resolution of the Salt Lake County Commission for the purpose of constructing and operating a sewer system in certain of the unincorporated area in Salt Lake County. The formation of the district was initiated by petition in accordance with law. 1 In March of 19S3, this Court issued a writ prohibiting it from proceeding further with a proposed financing plan on the ground that it did not afford due process of law to the residents of the district, they having been given no notice or opportunity…
